Dubbo Regional Airport Upgrades

Brief Overview

Morris Piper was engaged by Dubbo Regional Council to undertake Business Case and grant writing services, to help support important upgrades to the airport, as part of a $50 million+ long term body of works to strengthen pavements and lengthen the main runway.

Challenge / Context

Dubbo Regional Airport serves as the passenger, emergency management and defence operations hub for the broader regional across western NSW. It supports the Royal Flying Doctor Service, NSW Police training, the State Emergency Service, Rural Fire Service operations, Air Ambulance, and is one of only a few bases in the state capable of hosting Large Airtankers during bushfire season. The airport also facilitates RAAF training activities and serves as a key lifeline for regional connectivity and tourism.

Despite this critical role, a 2024 review found the main runway, taxiways and pavements were deteriorating at an accelerated pace, driven by sustained heavy aircraft use well beyond their original design specifications. Without significant investment, there was a growing risk to the continuation of passenger services, emergency operations and the airport’s ability to support heavier aircraft. Council faced the challenge of moving from technical assessments to a defensible investment case that could unlock staged federal and state funding for a $50m+ program of upgrades.

Our Approach

Our team worked closely with Dubbo Regional Airport staff and other stakeholders to help identify issues and potential solutions/options. This lead to

  • Undertook Detailed analysis of existing reports and previous business cases.

  • Delivered a revised business case based upon a multi-staged program of works, drawing upon research and a strong evidence base.

  • Wrote a successful grant application.

  • Helped develop an engagement strategy to support Council in obtaining investment for future works.

Outcomes

  • Secured $14.6m in Commonwealth funding (Council’s largest ever single grant), matched by Council to deliver $29.2m of upgrades in Stage 1.

  • Established a clear, staged pathway for a $50m+ long-term program, ensuring upgrades are scalable and defensible.

  • Reinforced our proven capability in turning technical infrastructure challenges into compelling, policy-relevant cases that secure investment.

  • Strengthened Council’s position to pursue future rounds of funding with a robust evidence base and staged delivery strategy.
